Memorandum / Update from the Board - July 28, 2016
Hello,
As of now, we do not have a definite date for the next NMSLIPB meeting. Please allow me to explain the events that created the need to postpone the July meeting.
According to the statute, the board must consist of a combination of professional members-community and education interpreters, consumers and a public member. The current interpretation of the statute is that a public member must be present to establish a quorum and allow the board to act on items presented. At this time we are awaiting the appointment of a public member by the Governor's office. Until we have an appointed public member we cannot set a date for the next meeting.
Once we have a public member appointed we will announce the next board meeting and at this time we will also have a Rules Hearing to formally act on the proposed changes brought to the board at the January 4 meeting.

The new LLC has been created and the official name is: Center for the Assessment of Sign Language Interpretation (CASLI). As was previously announced, the moratorium will be lifted and registration will resume on July 1, 2016 for the NIC. Please direct all questions regarding the NIC to RID – certification@rid.org
Going forward, there will be a few other vacant slots on the board as current members will be at the end of their terms. Please consider serving on the board. To apply you can go to the Governor’s website to apply: http://www.governor.state.nm.us/ApplyForBoards.aspx
If you feel that the RID test moratorium had a direct impact on your provisional license please submit a written request to the board administrative office so that the board can review your situation. These submissions must be in writing and received by the board office prior to the next meeting. If you have any questions please contact the board administration.

Moratorium Message from the New Mexico Signed Language Interpreting Practices Board - January 29, 2016
As many of you are aware the New Mexico Signed Language Interpreting Practices Board held a meeting on January 4, 2016. The main topic on the agenda was how to respond to the RID Moratorium on the NIC exam. Over the last three months the board has been in close discussion with our board attorney as well as paying attention to the decisions made by the RID Board pending the completion of their risk assessment. The response by this board had to be aligned and regulated by the New Mexico Signed Language Interpreting Practices Act. Therefore, at this time we voted and approved to toll the five-year term of the provisional license until July 18, 2016. This means that the time will stop running on all provisional licenses for 6 months. In other words, each provisional license will have 6 months added to the current expiration date. The board decided this 6 month time frame based on the announcement from RID that they will issue an updated report regarding the NIC exam in March 2016. As you are probably aware, there has been a moratorium on RID testing. The board will revisit this issue at our meeting on July 18, 2016, if not before.
If your provisional license is expiring this year and you feel your situation warrants an exception please submit your explanation to the NMSLIP Board administrative office and the board will review them on a case by case basis. It would behoove you to send it in sooner rather than later so that the board can consider your request at their next meeting. Waiting until near the expiration date may not allow the board time to consider your request. Here is the link to the NMSLIPB website with the contact information:

To be clear, the RID Moratorium only affects those who hold a five-year provisional license. Community and Educational license holders are not affected in any way. All renewals for all license types continue to follow the current CEU requirements.
